-Section 1 - The Royal-Imperial Clause-

  • i. The reigning Monarch is the Commander-in-Chief of the Armed Forces. 
  • ii. The Monarch is the only individual who has the right to award Noble titles and holdings. 
  • iii. The Monarch may refuse to give Imperial Approval to a bill passed in the Imperial Parliament. The bill is considered vetoed for a period of 2 years, after this period the bill can be reintroduced and if passed the Monarch must grant Imperial Approval the second time. Should the session of the Imperial Parliament during which the bill was accepted end prematurely, it shall not alter the length of the veto. 
  • iv. The Monarch has the power to strip individuals of Noble titles and holdings as it suits him. 
  • v. The Monarch has the right to submit proposals to the Imperial Senate and these proposals are exempt from the Presidential Veto. 
  • vi. The Monarch has the authority to remove the Imperial Chancellor from office so long as it is on valid grounds. (Valid grounds include acts such as Treason, Failure to Maintain Confidence within the Chamber or Directly acting against the National Interest) 
  • vii. The Imperial Government can nominate a person to receive a Noble Title, however this is non-binding and it is at the discretion of the Imperial Office whether to accept or deny this nomination. 

-Section 2 - The Federative Clause-

  • i The Falleen Empire is a Federalised Empire consisting of Six Royal States, Ten Federal States, One Crown Vassal and Five Imperial Overseas Territories. 
  • ii The Presidency of the Imperial Senate will be based on an alphabetic rotational system. 
  • iii The President of the Imperial Senate shall serve a singular 12 month term before rotation. 
  • iv The President of the Imperial Senate may enact a veto on any bill which is presented to the Imperial Senate, so long as the bill originates in this Senate, for a period of a year. Following this the motion can be reintroduced at will. 

-Section 3 - The Legislature Clause-

  • i The Lower House of the Falleen Imperial Parliament, “Chamber of Deputies”, is directly elected by all peoples residing within the Empire and its Overseas Territories via a National Plebiscite. 
  • ii The Party who garners the largest percentage of the vote, or the Coalition which boasts the most direct confidence from within the Chamber, forms the Imperial Government. 
  • iii The Imperial Cabinet is made up of individuals who appointed at the sole discretion of the Imperial Chancellor. Ministries are also fluid and can be created, removed or merged at the discretion of the Imperial Government. 
  • iv The Imperial Chancellor may enact a veto on any bill which is presented to the Chamber of Deputies, so long as the bill originates in this Chamber, for the length of that Parliament's session and following this the motion can be reintroduced at will. The veto may be overridden after one year via a motion that garners 66% or higher support from within the Chamber of Deputies. 
  • v The Imperial Chancellor has the power of appointment, thus can appoint and remove members from the Imperial Cabinet as it suits him. 
  • vi Ministers hold responsibility for their respective Ministry and all areas in encompasses. 
  • vii All Members of the Chamber of Deputies can submit proposals to the Chamber for debate and vote. Any issue presented must be voted upon, however Parties are at full liberty to abstain if they so choose. 
  • viii All proposals passed in the Chamber of Deputies, must also be debated and voted upon in the Imperial Senate. The same notion applies in reverse for bills voted upon and passed in the Imperial Senate. 
  • ix A Declaration of War is passed via a simple parliamentary majority vote, in both houses, alongside the support from the reigning Monarch. 
  • x The Imperial Chancellor has the power to dissolve Chamber of Deputies and call new Elections whenever he sees fit, this act does not need the support of the Imperial Parliament. 
  • xi The Imperial Chancellor can sign into law bills without the consent of the Imperial Parliament in times of emergency. However, the Imperial Parliament can repeal any law passed via a Decree with a simple majority within 6 months of its declaration. (Note that timeframe is IC so any act to repeal it must be published within 4 days of the Decree's publication/announcement) 

-Section 4 - The Military Clause-

  • i The Imperial Armed Forces is His/Her Imperial Majesty's forces in name only.
  • ii Each branch of the Military has an overall Head whom is the administrative leader of said branch.
  • iii These Heads of Branch can give orders to their subordinate officers and officials so long as it has the authorisation of the Chairman of the Joint Chiefs.
  • iv Generals can command more than a singular Army.
  • v Admirals can command more than a singular Fleet.
  • vi The Military can not be moved, mobilized or given order without orders from the Defence Council which have been approved and signed by the following: The Commander-in-Chief and the Ministry of Defence and by extension the Office of the Chancellor.
